I do not think Adobe will release KTML to the Open Source community. Personally I believe Adobe is currently working on KTML to be a more stable, cross-platform editor. I also believe they are not only going to use KTML as a Dreamweaver tool, but also integrate it into Flex and eventually Cold Fusion (possibly some additional products as well).
I would agree that Adobe is being very cryptic about their plans for the InterAKT products they purchased, BUT you have to ask yourself why they would have purchased InterAKT in the first place if all they were going to do is kill (discontinue) most of the product line (InterAKT wasn't competition, they were/are extension builders).
Also, Adobe can't afford to have products floating around that have as many bugs in them as past InterAKT products have had. InterAKT offered super support because they had to (any former InterAKT team reading this, this is not a dig, just an observation). Many products went to market with major bugs in them (AJAX Toolbox comes to mind) which were fixed and patched as they matured (NOTE: MANY software companies do this BTW, anybody who has used any Microsoft product knows about this.)
As far as FCKeditor goes, the code it generates is not perfect (neither is/was the code KTML generated), but it is stable and I think "garbage" HTML is in the eye of the beholder. One could argue that DW generates "garbage" HTML depending on what you are trying to accomplish (besides you should be generating xHTML). Face it, editors do their best at trying to get the best visual display from input of users that do not have any coding skills. FCKeditor is a good FREE alternative for the present. Adobe will be using it in the upcoming release of Cold Fusion(8).
