To access this separate help file, in the Dreamweaver interface, go to Help -> InterAKT -> Getting Started, as shown in the image below:

 

When opening Dreamweaver for the first time after installing the MX Kollection 3 bundle, a welcome window will be displayed:

 

Clicking on each of the six icons on the left will redirect you to the corresponding page (.chm or browser). If you leave the Do not show this again option unchecked, the Welcome to MX Kollection window will be displayed every time you open Dreamweaver. If you check it, and later on want to view this window again, open it from the Dreamweaver menu: Help -> InterAKT -> Welcome to MX Kollection 3 (as shown in the image above).
